The event was opened by Dr Joan Lluís Pérez Francesch, President of the Centre of Studies for Human and Community Development (CEDHICO), Dr Maria Mut Bosque, Vice-Dean of the Faculty of Law at UIC Barcelona and General Dr Miguel Ángel Ballesteros Martín.

Subsequently a talk was given by General Miguel Ángel Ballesteros, who talked about the "La cultura de seguridad y defensa en el Servicio del Estado bienestar". Dr Joan Marcet, Director of the Institute of Political and Social Sciences, gave the opening speech.

 During the event there were a series of round tables on different points of view on the culture of security.  Likewise, special mention was made of the case of Columbia in a conference on the resolution of armed conflict and peace.

The speakers included professors from UIC Barcelona, the University of Girona, the Universitat Autònoma de Barcelona, the International University of La Rioja or Rey Juan Carlos University.  Also, members of institutions like the Emmanuel Mounier Institute, the Spanish Institute for Strategic Studies and the Centre of Studies for Human and Community Development also participated in this event.
