Lecturer Juan José Guardia discusses the legal consequences of COVID-19 in Spain

The UIC Barcelona Faculty of Law lecturer explored the nature of the first and second states of alarm declared to curb the spread of the pandemic

Lecturer Juan José Guardia from the UIC Barcelona Faculty of Law contributed to a talk titled “Estado de derecho en crisis” (The rule of law in crisis) at a conference organised by Students for Liberty Spain in Madrid on the legal and constitutional consequences of COVID-19 in Spain. Specifically, Guardia explored the nature of the first and second states of alarm that were declared to curb the spread of the pandemic.

As part of his talk, he analysed the three rulings of the Constitutional Court with the different emergency measures they adopted, and stressed the importance of respecting the rule of law by all public and private actors. Finally, he concluded that “every new generation must strive to preserve and defend the rule of law, as it is not a single goal to be achieved once and for all”.
