Two Faculty Members Take Part in Specialist Programme for Judges

Dean Dr. Javier Junceda and lecturer Dimitry Berberoff from the UIC's Faculty of Law are taking part in a specialist programme for judges on the legal framework for contentious-administrative issues. The programme is run by the Spanish Judicial Academy.

The programme began on Monday, 4 November 2013, and will end on Thursday, 5 December 2013. It is obligatory for judges who wish to become magistrates specializing in contentious-administrative law in Spain.

On Thursday, 14 November 2013, Dr. Junceda gave a talk on “Pathologies of Administrative Procedure” as part of the programme. He took a detailed look at the causes for annulment of administrative actions as a result of a failure to follow procedure. He examined all the stages of administrative proceedings and focused on those which have been a source of legal controversy. Dr. Junceda also looked at the issue of incorporating ICTs into legal and administrative affairs (e.g., submitting appeals and requests to instigate proceedings on line), and analysed the differences between the nullity and revocability of an administrative action and their consequences in such proceedings.

Berberoff is the coordinator of the programme, a lecturer at the UIC’s Faculty of Law and a magistrate for the Chamber of Contentious-Administrative Proceedings, which is part of Catalonia’s High Court of Justice. He opened the programme on 4 November 2013 with an overview of the topics to be discussed and the specialists who will teach the different sessions.
